"Sludge" refers to excessive bureaucratic processes or frictions that cost people time or money and make life difficult to navigate. Sludge may be frustrating, stigmatizing, or humiliating and end up depriving people of access to important services, goods, or opportunities. Professor Sunstein speaks about the relevance of this relatively new concept to the UN context and ways we can leverage an understanding to progress toward impact.
